ENVIRONMENTAL SPECIALIST II

Job Summary

This position is an experienced level position that coordinates environmental compliance for operating segments and construction projects through the application knowledge and experience coordinating compliance programs. This position has a strong environmental permitting, pipeline construction compliance and special project emphasis.

Essential Functions and Responsibilities

  • Support all environmental aspects of the routine growth and expansion projects managed by the Operations Project Groups.

  • Assist with preliminary feasibility studies of proposed facilities and pipelines, including siting and routing.

  • Evaluate operating and project data gathered or entered into templates to ensure the quality and accuracy of the data relative to operating parameters or construction specifications in order to facilitate compliance evaluation or reporting.

  • Application and consistent implementation of ONEOK policies, processes, and practices to the construction and operation of new pipeline facilities.

  • Coordinate field inspections at operating assets and on construction projects to identify compliance improvement opportunities and review identified opportunities for application across a broader asset base. Ensure corrective actions are sustainable and provide ongoing compliance.

  • Participate in the evaluation and implementation of emerging regulatory issues through committees of Industry Associations or in support of the ONEOK Regulatory Issue Guideline.

  • Provide regulatory applicability determinations and identify compliance requirements and tasks. Escalate issues to more experienced professionals to resolve complex questions of applicability or requirements.

  • Manage multiple environmental programs within operating assets or construction projects.

  • Utilize and improve upon established procedures and tools to facilitate and demonstrate compliance

  • Evaluate and interpret operating and inspection reports to ensure compliance obligations are met and resolve issues with support of more knowledgeable personnel.

  • Manage field based contract and consultant resources that provide compliance support to operations or individual compliance programs. Provide support to less experienced professionals in the development of requests for proposals, proposal evaluation, work offers and work authorizations.

  • Initiate or author permit applications for new construction and operating assets and review permit conditions for consistency with operating or construction parameters with support from subject matter experts on complex projects.

  • Work periodically with immediate supervisor or other environmental staff on task assignments and task completion review

  • Works within an already established compliance system to coordinate data management and environmental records. Evaluate data and records to ensure accuracy and full compliance.

  • Coordinate agency inspections in the field and act as the primary representative for ONEOK in verbal and written communication with agency representatives.

  • Regular and reliable attendance is required in performance of job.

  • Employee may be required to perform additional duties as assigned.

Education and Experience

Bachelor’s degree or higher in an engineering field and/or related technical discipline or equivalent combination of formal education and job related experience

  • At least three (3) and up to ten (10) years of experience in an environmental compliance role is typical for this position, but years in the position is not as relevant as the application of knowledge and experience.

  • Knowledge of state and federal environmental regulations and standards and their applicability to operations

  • Demonstrated ability to analyze, research, compile, and prepare permit applications, logs, reports, and correspondence and company responses to agency requests.

  • Demonstrated ability to evaluate, research, and interpret governmental regulations, equipment performance manuals, regulatory agency guidance and instructions, reports, correspondence, and company policies and procedures.

  • Application of math, algebraic formulas, calculus, and statistics

  • Experience in use and function of office equipment including computers and applicable software

  • Experience interacting, advising, negotiating, and communicating effectively

  • Demonstrated ability to read and write fluently in English

  • Communicate and/or exchange information.

  • Communicate effectively through the development of written communication that applies fundamental technical writing skills

Certification and Licensing

  • Applicable driver’s license for travel to other locations and to job sites throughout the company.

Physical Requirements

  • Mobility to travel in and around office surroundings and to other business locations.

  • Ability to operate tools and equipment required.

  • Ability to collect environmental field samples (air, water and waste) for analysis

Visual Requirements

  • Sufficient to perform job duties.
